You need a JavaScript-enabled web browser to use the the interactive web viewer. If your browser does have JavaScript enabled, then your browser's JavaScript implementation is apparently too badly broken or lacks sufficient standards compliance to pass the minimum feature tests at startup.
If you believe that your browser should have sufficient capabilities to run the web viewer, then check your network connection. Your computer simply might not have been able to download the entire web page.
If you want to see what the interactive web viewer is capable of doing on more capable systems, please see the user documentation for the viewer for a showcasing of its features. You won't need a JavaScript-enabled browser to view the user documentation, but a browser that has support for displaying images will greatly help.
